Julie Lilley is the Chief Executive of the Federation of Small Businesses (FSB), the UK’s largest grassroots membership organisation dedicated to representing the voices of 5.5 million small businesses and the self-employed. Julie was welcomed to the Ask for Angela Ambassador Programme in June 2025.
Julie has a lifelong passion for small businesses and their vital role in the UK economy and local communities. After leaving school, she launched and ran her own business before relocating to the Middle East, where she spent 14 years working for the Royal Oman Police. There, she led the development and management of several retail outlets supporting oil installations in both remote desert locations and major cities. Later, after studying classical Arabic, she took on a leadership role within Special Branch.
Upon returning to the UK, Julie earned her MBA in 2004 and joined FSB, where she held roles across multiple departments before becoming Chief Operating Officer and, ultimately, Chief Executive.
Julie was appointed to the FSB Board of Directors in March 2023. She plays a key role in shaping the organisation’s strategic direction and advising the Board on operational matters.
A champion of inclusivity and diversity, she has been instrumental in driving FSB’s efforts to foster a more equitable and representative business community, leading by example with a hands-on approach.
In 2025, Julie was named on the Women in Trade Associations Power List and has been repeatedly recognised as a global champion of inclusion in the HERoes Women Role Model List. She has also served as a judge for various business award schemes and competitions.
Born in Blackpool, Lancashire, Julie still resides near her hometown today.
